Scabies outbreak at psychiatric hospital: three patients confirmed, situation under control
Three cases of scabies have been confirmed at Jebel Psychiatric Hospital, which has 466 patients admitted. The Public Health Directorate (DSP) is investigating the source of the infection.

A public health incident has raised concerns at the Jebel Psychiatric Hospital and Security Measures Unit in Timiș County, following the confirmation of three scabies cases among inpatients. Although the number of cases remains limited, the situation highlights the specific challenges faced by specialist medical facilities operating under a secure regime, as well as the need for rigorous epidemiological surveillance.
Hospital management has assured that the situation is under control and that the outbreak has not spread. Patients diagnosed with scabies were immediately placed on specialist treatment and are showing a favourable recovery, with no associated complications. The first cases were identified at the end of December, following a specialist dermatological consultation — a fact that speaks to the vigilance of the medical team.
The Timiș Public Health Directorate has launched a full epidemiological investigation to identify the source of the infection and establish the circumstances in which it occurred. This type of investigation is essential for preventing similar outbreaks in future and for protecting other patients and medical staff.
The hospital currently houses 466 patients detained under Article 110 of the Criminal Code, drawn from 14 different counties. These patients are subject to security measures imposed by the courts, and their numbers fluctuate according to decisions made by the competent authorities. The majority suffer from schizophrenia spectrum disorders, bipolar disorder, or mental health conditions linked to alcohol and psychoactive substance use.
In addition to their mental health conditions, many patients also present with somatic comorbidities, particularly diabetes and hypertension. These conditions require constant monitoring and treatment in accordance with established medical protocols, adding further complexity to the care process.
Hospital management emphasises that scabies cases of this kind are not entirely unusual at their facility, given the nature of the institution and the fact that many patients come from socially vulnerable backgrounds. Isolated cases have been recorded in previous years and were successfully managed without developing into widespread outbreaks.
The unit has specialist facilities, including 15 beds in the acute ward and 15 in the drug dependency unit. Currently, 20 patients are admitted to the acute ward and eight to the dependency unit, while 53 patients are undergoing court-ordered reassessment to review the security measures applied to them.
One of the major challenges identified by management is a shortage of medical and auxiliary staff. The volume and complexity of work specific to a psychiatric facility operating under a secure measures regime demands constant supervision and specialist care. Although staffing levels have been supplemented to the extent permitted by the legal framework, management believes that additional personnel are needed to ensure optimal safety and quality of patient care.
This incident serves as a reminder to all similar medical facilities of the importance of preventive measures and consistent epidemiological surveillance, particularly in the context of caring for individuals with psychiatric disorders who come from socially vulnerable backgrounds.
