Pension slip will feature QR code for public transport exemptions
The Senate has adopted a bill whereby pension slips will include a QR code or barcode for electronic verification of entitlement to free transport.

Senators have passed a bill requiring pension payment slips to include an automatic identification element — a QR (Quick Response) code or barcode — for the electronic verification of entitlement to public transport exemptions.
Under the initiative, transport benefits for pensioners will be granted exclusively on the basis of the pension payment slip, which becomes the sole document for proving this entitlement, with no additional paperwork required.
How it will work
The QR code or barcode on the slip will allow transport operators to electronically validate entitlement to the benefit, uniquely identify the beneficiary, and ensure interoperability with the IT systems of public institutions. The measure will apply to all types of supporting documents, for all categories of pensioners, so that verification is uniform at national level.
The bill's initiators state: "By establishing this mechanism, transport benefits are granted directly and exclusively on the basis of the pension payment slip featuring an automatic identification element, eliminating the need for any additional documents to prove entitlement. The measure simplifies access to benefits for recipients by using an already existing document, without imposing any further formalities. The vulnerable groups targeted — namely pensioners, war veterans, disabled persons, and war widows — will enjoy easier and more dignified access to the rights recognised by law."
According to the initiators, the introduction of QR codes or barcodes will reduce fraud and misuse of benefits, and will increase the speed of verification. Transport operators will also have a clear, standardised system for validating entitlements, which should reduce disputes over eligibility challenges and improve the predictability of reimbursement processes.
What the bill specifically provides
Transport benefits will be granted on the basis of the payment information document referred to in Article 96(6) of Law No 360/2023 on the public pension system, issued by the territorial pension office, or on the basis of the benefit payment slip referred to in Article 67(3) of Law No 223/2015 on state military pensions, issued by the paying institution, as applicable.
These documents must include a QR code or barcode enabling transport operators to electronically verify entitlement to transport benefits, and must serve as the means of electronic validation of that entitlement.
In order to enter into force, the bill must also be passed by the Chamber of Deputies and promulgated by the President of Romania.
