Health receives an additional 8.3 billion RON. How the sum will be distributed, according to Minister Rogobete

The Minister of Health, Alexandru Rogobete, announced on Friday, 30 October 2026, that the budget allocated to Health had been increased by 8.3 billion RON following a budget revision. Of this sum, 1.2 billion RON will go to the Ministry of Health, and 7.1 billion RON to the National Health Insurance House (CNAS).

According to the Minister, the additional funds will be used to finance medical services and national health programmes, to settle debts owed to hospitals and pharmacies, and to support emergency services.

Minister Rogobete's statement

"After a long period of short-sighted cuts and financial deadlocks, the healthcare system has gone through the worst financial crisis of the past 10 years. (...) Today, following the budget revision, the health sector is receiving a total supplementary allocation of 8.3 billion RON — 1.2 billion RON for the Ministry of Health and 7.1 billion RON for the National Health Insurance House. The Ministry of Health's share comprises the release of a 10% freeze worth 500 million RON, an optimisation and reallocation of 700 million RON, and a supplementary 72 million RON for emergency services and programmes," said Alexandru Rogobete following the Government session.

Additional funding for emergency services, ambulances, and severe burns centres

The Minister specified that a portion of the funds will address urgent needs within the healthcare system:

  • Approximately 170 million RON in addition to the 150 million RON already allocated last week, earmarked for accident and emergency units, priority interventions, anaesthesia, intensive care, neonatology, traumatology, severe burns cases, and patients with heart attacks or strokes;
  • 100 million RON for county ambulance services and for București-Ilfov;
  • 183 million RON for other needs within this sector;
  • 115 million RON to supplement World Bank-funded projects at the three severe burns centres.

CNAS may receive further funding in a second budget revision

The 7.1 billion RON allocated to CNAS includes 3.2 billion RON in new funding and 3.9 billion RON resulting from the release and reallocation of a 10% budget freeze. The funds will be used to finance national health programmes — including those for oncology patients, patients with cardiovascular diseases, and those with diabetes — as well as to settle debts owed to public hospitals and pharmacies for medical services, medicines, and medical devices supplied.

"The National Health Insurance House will, in all likelihood, benefit from a further positive adjustment at the second budget revision, because these 7.1 billion RON cover — and this was a deliberate decision — medical services, programmes, and hospitals, so that patients and hospitals are no longer under financial pressure in their day-to-day operations, and so that we no longer witness scenes like those of this summer and autumn, when patients were rushing between hospitals in search of their medicines because hospitals no longer had sufficient financial resources to place orders and maintain stocks. That said, a remaining shortfall of 4.7 billion RON for sick leave payments has been identified, and we have jointly agreed to address this at the second budget revision," concluded Minister Rogobete.
