The Government is preparing two budget amendments, for health, the Interior Ministry and agriculture

The government led by Luca Niculescu is set to approve the first budget revision of the year on Friday, designed to cover urgent needs across several sectors, particularly Health and public order, according to Digi24 sources. A second, larger revision is expected in mid-November.

Prime Minister Niculescu's decision

Prime Minister Luca Niculescu announced on Thursday, at the Centre for Diagnosis, Treatment and Research of Tuberculosis within the "Marius Nasta" Institute of Pneumology in Bucharest, that following discussions with PSD leader Sorin Grindeanu and Finance Minister Alexandru Nazare, he had decided to address the urgent situation regarding the budget revisions needed to unblock funding for priority sectors. The decision will be taken at Friday's cabinet meeting.

According to Digi24 sources, the first budget revision is expected to amount to 5 billion RON.

Finance Minister's explanation

Finance Minister Alexandru Nazare stated, as reported by News.ro: "We are trying to finalise the revision today and publish it, so that we can enter tomorrow's cabinet meeting. It is a significant revision that aims to cover the primary essential needs at this moment, which are particularly in the area of health — the Ministry of Health, the Health Insurance House, and the Ministry of Agriculture — whilst also maintaining a very important balance with a view to closing out 2026 and keeping Romania within its deficit target for 2026, taking into account the expected revenue from payment requests 5 and 6 at the end of the year."

Nazare noted that he intends to ensure these measures remain within a budgetary balance.

When asked about the 11 billion RON requirement for health, previously mentioned by the Health Minister, Nazare replied: "The revision will include funding to cover current needs at this moment, whilst staying within the deficit targets for the end of the year."

The Finance Minister also indicated that he could not yet specify exactly how much would be allocated through a single revision, explaining: "We have a plan set out until the end of the year that provides for two revisions. The operations planned for the first revision and the coverage of the necessary sums will appear in the text of the revision, which will be published and which I will present tomorrow."

Where the money is expected to go

The first reallocation of funds targets sectors with urgent financing needs. In Health, Minister Alexandru Rogobete indicated a requirement of approximately 11 billion RON to cover the most pressing needs and ensure the continuation of medical services. Funds are also expected to be allocated to cover outstanding or unfunded salary payments within the Ministry of Internal Affairs (MAI).

Additional context: Minister Nazare previously stated that the 60 billion RON requested by ministries in the budget revision is "somewhat excessive" and that Romania cannot afford such a sum.
