Bistrița Dramatically Raises Taxes in 2026: Significant Impact on Pensioners

Impact on pensioners and senior citizens
Although the local administration has announced its intention to support senior citizens through these investments, the reality is that pensioners will be directly affected by these increases. The waste collection fee for individuals will rise from 11.50 RON to 20 RON per person per month, representing an increase of approximately 74%.
For people in vulnerable situations, the authorities have provided for a reduced rate of 10 RON, while war veterans, severely disabled persons and those who were subject to political persecution remain exempt from payment. This social protection measure may offer some relief to the most disadvantaged categories of senior citizens.
Higher costs for funeral and civil registry services
One of the most affected areas is funeral services, which are essential for elderly people and their families. Burial plot fees will double or even triple. A seven-year concession will cost between 250 and 350 RON, compared with a current maximum of 105 RON, whilst a 25-year concession will reach 750–1,000 RON, up from the current maximum of 592 RON.
Civil registry services are also seeing considerable increases. An administrative divorce will cost 1,000 RON instead of 750 RON, whilst weekend civil weddings will rise to 250 RON, with even higher rates for ceremonies held outside the registry office.
Leisure facilities at higher prices
Pensioners wishing to use the municipality's leisure facilities will pay 10 RON for entry, whilst the adult rate will double to 25 RON. Hiring a sun lounger or parasol will cost 15 RON each, an increase of approximately 50% on current rates.
The local administration's justification
Mayor Gabriel Lazany described the decision as "difficult, but necessary" for the development of the city. The mayor argues that the funds generated will be used to modernise infrastructure and create new car parking spaces, parks and recreational areas. The administration aims to transform Bistrița through an approach that goes beyond simply keeping the local budget afloat.
These measures will come into force on 1 January 2026, and their impact on the budgets of families with elderly members will be significant, particularly for those on fixed pension incomes.
