Energy voucher: 718,656 beneficiaries in August. What those whose ID card has expired should do
ANPIS paid 35.782 million RON in August for energy vouchers for 718,656 vulnerable consumers. Over 108,000 applications were rejected, many due to expired identity documents.

The National Agency for Payments and Social Inspection (ANPIS) transferred 35.782 million RON in August to cover energy vouchers granted to 718,656 vulnerable consumers. This support is provided under Emergency Government Ordinance 35/2025 and is aimed at household consumers experiencing energy poverty.
To date, 1,046,299 applications have been submitted through the EPIDS platform, of which 741,582 have been declared eligible.
Over 108,000 applications invalidated
A further 108,519 applications have been invalidated. According to ANPIS, approximately 7,000 applications fall into this category each month due to the expiry of the applicant's identity document.
In other cases, invalidation occurs due to discrepancies between the personal identification number (CNP) and the consumption point code (POD) — differences that may result from data entry errors or from situations where the applicant's CNP does not correspond to the declared consumption address.
Separately, 146,803 applications were withdrawn by the applicants themselves, for personal reasons.
What those with expired identity documents need to know
Individuals whose application was invalidated due to an expired identity document do not need to submit a new application once they have renewed it.
"Once the data has been updated in the authorities' records, eligibility is automatically verified on a monthly basis, and support may be resumed in accordance with the legal provisions," ANPIS stated.
Application data is automatically verified by the EPIDS platform through queries to the databases of the Directorate General for Personal Records, the National Energy Regulatory Authority, and the General Inspectorate for Immigration.
A new application is only required if the beneficiary changes their home address or if the number of family members changes.
Support for electricity bill payments will continue until the end of 2026 for those who meet the eligibility criteria.
ANPIS notes: "Support is not provided in cash and is not transferred to a bank account. Electricity bills are paid directly at post offices, on the basis of the invoice issued by the supplier."
