CNAS wants to eliminate monthly caps on reimbursed medical tests

The National Health Insurance House (CNAS) is preparing a significant change for patients: the elimination of monthly caps on reimbursed medical tests. This would allow people to have free tests throughout the entire month, rather than only in the first few days, when the budgets allocated to laboratories were quickly exhausted.

The President of CNAS, Horațiu Moldovan, explained that the current system creates absurd bottlenecks, despite the fact that unspent funds remain at certain laboratories at the end of each month: "We have money today, in the sense that we are left with money at the end of the month. Every month, unspent funds remain at certain laboratories. Because of the cap, we have to carry out budget rebalancing the following month, and the patient is caught in the middle, lost along the way, without medical tests," Moldovan stated on a television channel.

In practical terms, if a laboratory exhausts its entire allocated budget, it will be able to receive additional funds redistributed from units that have not fully used the amounts they received. At the same time, CNAS is set to introduce stricter prescribing rules for approximately 100 types of tests included in the basic package, so that these are recommended only when there is a genuine medical justification.

Horațiu Moldovan noted that the measure aims to correct one of the most problematic dysfunctions of the current system: "Access to reimbursed medical tests could finally enter a period of normality. This year, the caps on medical testing laboratories will be eliminated."
