Senior citizens and low-income families can once again apply for heating assistance for the 2026–2027 cold season. Support is provided between 1 November 2026 and 31 March 2027, and is intended for vulnerable consumers, based on the primary heating system used in the home.

What income is required to receive assistance

To be eligible for this support, the monthly net income per family member must not exceed 1,386 RON. Single-person households may apply if their monthly net income does not exceed 2,053 RON.

Important to note: the income taken into account is that received in the month prior to submitting the application. For example, for an application submitted in October 2026, the authorities will assess income from September 2026.

In addition to the income threshold, authorities will also examine the applicant's assets, as well as any other conditions set out by law.

Which types of heating are eligible

Assistance may be granted for homes heated by:

  • thermal energy via a centralised system;
  • natural gas;
  • electrical energy;
  • solid and petroleum-based fuels.

For any given home, assistance is granted for one heating system only.

Where and when to submit the application

Applications must be submitted to the town hall or social assistance service in the locality where the home is situated. Each local authority sets its own submission deadline for the 2026–2027 season, and meeting this deadline is important in order to receive assistance from the very start of the cold season. Depending on locally established rules, applications may be submitted in person at the relevant institution or by electronic means.

What documents are required

The following documents are required for the application file:

  • the application form, which includes a self-declaration of responsibility;
  • identity documents for all family members;
  • documents evidencing income from the previous month;
  • proof of ownership or right of use of the property (title deed, tenancy agreement, or loan-for-use agreement).

For homes heated by natural gas or electrical energy, authorities may additionally request the utility bills associated with the consumption point, in order to verify the information provided in the application.
