TEZAUR September 2026: interest rates of up to 7.15%, subscriptions until 2 October

The Ministry of Finance has launched a new round of the TEZAUR Programme, through which individuals may purchase government securities between 7 September and 2 October 2026. Three maturity options are available: one, three, and five years, and any returns earned are tax-free.

Interest rates on offer

  • 1-year securities: annual interest rate of 6.20%
  • 3-year securities: annual interest rate of 6.75%
  • 5-year securities: annual interest rate of 7.15%

Interest is paid once a year, in accordance with the dates set out in the issuance prospectus.

Each security has a face value of 1 leu and is issued exclusively in electronic (dematerialised) form. Any individual who has reached the age of 18 at the time of subscription is eligible to purchase such securities. An investor may make multiple subscriptions within the same issuance, and if they change their mind, they may cancel their subscription only while the subscription period is still open, by submitting a written request to that effect.

Where and by when subscriptions can be made

Deadlines vary depending on the purchasing method chosen:

  • Via the Ghișeul.ro platform: 7–30 September 2026
  • Online, through SPV (Spațiul Privat Virtual), for registered users, for securities issued through State Treasury branches: 7 September – 1 October 2026
  • At State Treasury branch offices: 7 September – 2 October 2026
  • Through Poșta Română branches: 7 September – 1 October 2026 in urban areas, and 7–30 September 2026 in rural areas

TEZAUR securities may be transferred to other individuals and may be redeemed by the investor before maturity, should they require access to their funds earlier. The issuance prospectus, along with any subsequent amendments, is published on the websites of the Ministry of Finance and Poșta Română.

How to transfer funds from a TEZAUR account to a personal account

The Ministry of Finance has also made instructions available for those wishing to transfer funds from their TEZAUR subscription account to their own bank account. The steps are as follows:

  • Download the "Multiple Electronic Payment Order" form from the Ministry of Finance website
  • Open the form using Adobe Acrobat Reader
  • Enter your personal identification number (CNP) and the IBAN of the account into which the funds are to be received

A fee is deducted from the transferred amount: 0.51 RON for amounts up to 50,000 RON, and 6 RON for amounts exceeding this threshold. Once completed, the form must be validated, saved, and uploaded to SPV under the "Submit Forms" section, after which the transfer will be processed accordingly.

The funds raised by the state through this securities issuance will be used to cover the budget deficit and to refinance public debt.
