Bucharest City Hall promises monthly payments of 250 RON to persons with disabilities, until 2030
Ciucu says that the Bucharest City Hall will pay 250 RON per month towards the arrears owed to adults with disabilities, until the 690 million RON debt is cleared, estimated to be settled by October 2030.

The General Mayor of Bucharest, Ciprian Ciucu, has announced that adults with disabilities to whom the City Hall owes money will receive 250 RON per month until all outstanding debts have been paid in full. According to his estimates, this process could be completed by October 2030.
In order to halt the growth of the debt, the mayor asked the general councillors to temporarily suspend the incentive programme and the registration of new cases until all outstanding amounts have been settled.
Debts of nearly 690 million RON
During the debates on the proposal to suspend the social integration incentive for adults with disabilities, Ciucu explained that the failure to pay these allowances over time had led to the accumulation of a debt of nearly 690 million RON — a figure which, he noted, would soon reach 700 million RON.
"These allowances, called incentives, without actually being incentives — since they don't stimulate anything in particular — through having been voted for some time ago and then not being paid, have resulted in nearly 690 million RON in debts owed to these people. We'll reach 700 million soon. I don't know if you can imagine what that sum means. It's a staggering amount — very, very large — given that we are currently settling our bill with Termoenergetica at the level of December 2025," Ciucu stated.
The mayor clarified that the allowances are not to be permanently abolished, but rather adjusted in line with the capital's budgetary capacity. He warned that if the programme continues in its current form, the City Hall will accumulate new payment obligations and penalties, without managing to clear the existing backlog.
According to figures presented by the mayor, approximately 10,000 new beneficiaries enrol in this programme each year. Ciucu also claimed that some individuals establish their domicile in Bucharest specifically in order to apply for this allowance granted by the Municipality.
Monthly payments committed to until October 2030
Under the proposal under discussion, suspending the programme would halt the registration of new cases until all debts have been paid in full; however, those to whom the City Hall already owes arrears would continue to receive 250 RON per month. Once the final instalment has been paid — estimated for October 2030 — the decision on granting the incentive would automatically come back into effect.
"From this point forward, we are committing to ensuring these payments are made month by month. Once the final instalment has been paid — and we have calculated that this will be in October 2030 — the decision will automatically be reinstated and will continue from there. I ask that we suspend its applicability so that we no longer receive new cases, as we cannot manage them. I give my word to the people, to those to whom we owe this money, that every month these payments will be made. Up until now they have not been paid every month, because we simply did not have the means," said Ciprian Ciucu.
The General Mayor argued that the temporary suspension will prevent the accumulation of new debts and will allow the Municipality to establish a payment schedule that it can honour until all outstanding arrears have been fully settled.
