CNAS Acknowledges Issues with e-SănătateaMea: Fix Expected Within 2–3 Months

The President of the National Health Insurance House (CNAS), Horațiu Moldovan, explained that the authorities accepted the risk of technical issues when launching the e-SănătateaMea platform, preferring to bring the system into operation rather than delay the digitalisation of healthcare. The statements were made on Tuesday evening on Medika TV and cited by News.ro.

Why the platform was launched despite the risk of disruptions

According to Moldovan, approximately 10 of the portal's 12 modules have been brought into operation. "It is a living tool, an additional option for patients. There are a great many changes, a great deal of information, and, accepting the inevitable criticism, we decided to operationalise several modules (...) precisely because we did not want the fear of criticism to make us postpone important decisions in healthcare, to postpone the digitalisation of healthcare and patients' contact with the medical system," the CNAS official stated.

He specified that the phase of correcting issues and achieving full operationalisation is expected to last approximately two to three months: "We have set ourselves the goal, and we estimate that this phase of operationalisation and correction of the inevitable problems that may arise, as well as unforeseen situations from the development phase, will last approximately two to three months, and we are working intensively towards this."

The CNAS President also noted that the testing process is necessary to protect the medical data of insured persons, as the authorities must ensure that the platform is used only by the individuals to whom the data belongs.

How to register on e-SănătateaMea

Registration on the platform is carried out via ROeID, the digital identity system developed by the Authority for the Digitalisation of Romania. "That is why we chose registration on this platform through the ROeID portal, the portal developed by the Authority for the Digitalisation of Romania. This is the method by which the Romanian state guarantees the digital identity security of the individual in question," Moldovan emphasised.

In the first phase, 5,000 account requests per day were processed and validated, a capacity which was subsequently increased to over 20,000 accounts daily.

When automatic registration could begin

The ROeID system is currently undergoing a European audit. If it meets European standards, automatic account enrolment could begin as early as next month, according to the head of CNAS. Following the implementation of the new procedure, approximately 10% of requests would still need to be processed manually, and enrolment would take around 10 to 15 minutes.

"From that point, we will be talking about a virtually unlimited capacity, and within a matter of days, millions of users could enrol," explained Horațiu Moldovan.

What issues have been reported and what the platform offers

At launch, several users reported difficulties logging in. Once fully operational, the platform will allow patients to view their prescriptions from the past 5 years online, along with referral letters and investigation results, as well as to book appointments online at medical practices and healthcare facilities contracted with CNAS. Doctors will be able to access, with the patient's consent, their medical history, regardless of which healthcare facility carried out the consultations or investigations.
