At the end of May 2026, the number of Romanians receiving service pensions reached 11,970 people, an increase of 13 compared to the previous month, according to data compiled by the National House of Public Pensions (CNPP).

Of all those receiving this type of pension, 7,922 people are simultaneously drawing a contributory pension from the State Social Insurance Budget, thus combining two sources of retirement income.

Service pensions represent a special retirement scheme granted to certain professional categories — such as magistrates, parliamentarians, diplomats, and military personnel — and are generally funded from the state budget rather than from the social insurance budget.

According to available data, magistrates top the list of beneficiaries receiving the highest amounts under this scheme, with their pensions significantly exceeding the national average for ordinary pensions.

The subject of service pensions remains a sensitive one in the context of debates surrounding the sustainability of Romania's public pension system and the fairness between different categories of pensioners, particularly in relation to those who have contributed to the general system throughout their entire working lives.
