Online referral tickets from 1 September: the e-Sănătatea Mea platform, available nationwide

From 1 September 2026, the digital platform e-Sănătatea Mea will become available nationwide, the National Health Insurance House (CNAS) has announced. Patients will be able to view medical information, prescriptions, referral letters and their history of services reimbursed by CNAS online, with medical documents accessible in digital format. Access is granted through authentication via the ROeID application.

According to CNAS, the new platform forms part of the health insurance IT system and brings together in one place all the information and services available to patients. The portal was initially piloted in Oradea and is now being rolled out across the entire country.

What the platform contains

e-Sănătatea Mea will feature 12 modules and sub-modules, including medical history, issued prescriptions, reimbursed medical services and digital medical forms. Patients will also be able to view information about consultations and investigations reimbursed through the public health system.

One of the significant changes concerns referral letters, which will be accessible directly through the portal, meaning patients will no longer need to present them in paper form to their specialist.

The President of CNAS, Horațiu Moldovan, explained: "For the first time, patients can find all the services available to them in one place. (…) From 1 September, patients will be able to make use of digital medical forms. (…) A patient will leave their GP with three referral letters. (…) They will no longer leave with them in their pocket, because they will find them in this portal, 'E-Sănătatea Mea'. They are here — patients can download them or view them."

At the specialist consultation, the doctor will be able to access the referral letter directly from the new SIUI system, following identification of the patient.

How to gain access

For authentication, CNAS recommends the ROeID application, developed by the Authority for the Digitalisation of Romania, which provides the digital identity required to verify the person accessing the portal.

Important: the platform is not mandatory. Patients may continue to use traditional methods of accessing medical services, including booking appointments by telephone.

Online appointments to be introduced in stages

The portal will also include an online appointment booking feature, though this will be introduced gradually. Healthcare providers will be required to use the appointments system from the fourth quarter of 2026, with a pilot scheme running in the meantime.

The digital medical forms component, however, will go live from 1 September itself. For these to appear in the portal, the IT applications used by healthcare providers must be updated accordingly — CNAS has advised them to liaise with their software suppliers to avoid any technical issues.

New identity card as an alternative to the health card

Another change announced by CNAS relates to the health card. Patients who renew their identity document and receive the new electronic identity card will be able to use it for medical services as well.

Horațiu Moldovan clarified that the new electronic identity card does not store medical data, but only the information needed for identification and communication with the Population Register. The health card will be able to be used alongside the new identity card during a transitional period.
